Sagarmala Programme: India's Port-Led Development Vision

🛳️ Introduction & Need

India's extensive coastline and strategic location along key international maritime routes present immense potential for maritime economic growth. Recognizing this, the Government of India launched the Sagarmala Programme in 2015, aiming to harness the country's coastline for port-led development. The initiative seeks to reduce logistics costs, enhance port connectivity, and promote industrial growth by leveraging coastal and inland waterways.

Implementing Ministry: Ministry of Ports, Shipping and Waterways (MoPSW)

Core Focus Areas:

  1. Port Modernization: Upgrading existing ports and developing new ones to increase capacity and efficiency.
  2. Port Connectivity Enhancement: Improving road, rail, and inland waterway links to ports to ensure seamless cargo movement.
  3. Port-Led Industrialization: Establishing Coastal Economic Zones (CEZs) and industrial clusters near ports to stimulate economic activity.
  4. Coastal Community Development: Empowering coastal communities through skill development, employment opportunities, and improved infrastructure.


📈 Impact Metrics

  • Projects Identified: A total of 839 projects have been identified under the Sagarmala Programme, with an estimated investment of ₹5.79 lakh crore.
  • Projects Completed: As of the latest data, 272 projects have been completed, involving an investment of ₹1.41 lakh crore.
  • Port Modernization: Out of 234 port modernization projects worth ₹2.91 lakh crore, 103 projects have been completed, adding a capacity of 230 million tonnes per annum (MTPA).Connectivity Projects: Under the port connectivity pillar, 279 projects worth ₹2.06 lakh crore are being implemented, with 92 projects completed, enhancing 1,500 km of port links.
  • Logistics Cost Reduction: The programme aims to save up to ₹40,000 crore per year in logistics costs by 2025 through optimized infrastructure investment and improved cargo movement.


🔄 Current Status

  • Major Ports: Significant upgrades have been made to major ports like Jawaharlal Nehru Port and Mundra Port, enhancing their cargo handling capacities and operational efficiencies. 
  • Integration with Gati Shakti: The Sagarmala Programme is integrated with the PM Gati Shakti National Master Plan, facilitating coordinated infrastructure development across various sectors and ministries.
  • Private Sector Involvement: The programme encourages Public-Private Partnerships (PPPs), with private entities participating in port development, operations, and associated infrastructure projects.
